Master plan for industrial parks and technological spaces in Lévis

The City of Lévis is the 7th largest city in Quebec. Because of its economic vitality, an update of the master plan was necessary. Groupe DDM thus produced the Master Plan for Industrial Parks and Technology Spaces in the City of Lévis.

The study required the characterization of all industrial parks, the analysis of the main economic sectors, the establishment of promising niches, the elaboration of a strategic vision statement (on a 10-year horizon), the production of development concepts, according to business location criteria and urban planning trends, and the delimitation of new spaces that could be used for industrial development.

Diagnostic sheets, identifying the strengths and weaknesses of each of the parks and the infrastructures serving them, were produced to illustrate the issues of the different zones. Groupe DDM developed a vision statement that positions Lévis among the main industrial cities in Quebec. Interviews with key stakeholders helped to capture the essential characteristics to be considered in the elaboration of development concepts and strategies.

The scarcity of City-owned industrial land required the development of consolidation strategies and the projection of new areas. Consideration of best practices, through a benchmarking analysis, ensured that the City was aligned with its vision statement. The exercise required multidisciplinary approaches and rigorous follow-up with the City's stakeholders.

The scope of this mandate for Lévis is major, as the Master Plan guides its industrial development for the next 10 years.
