Portrait of labor and training needs north of the 49th parallel

Under the Plan Nord, the Québec Government plans to develop and make accessible the area of Québec that is located north of the 49th parallel. The purpose of the Plan Nord is to ensure that this area is developed using an exemplary, comprehensive, integrated, coherent, responsible and sustainable approach. With this in mind, the Ministère de l’Éducation et de l’Enseignement supérieur (MEES) wishes to prepare a profile of the situation north of the 49th parallel in order to ensure that the supply of training truly matches the labour needs of companies.

Groupe DDM has been asked to carry out this study. The mandate is divided into 5 main stages:

  • Literature review
  • Benchmark of best practices elsewhere in Canada and internationally
  • Survey of businesses in the territory
  • Interviews with strategic stakeholders
  • Assessment of current and prospective labor needs and training / employment adequacy

Ultimately, this mandate aims to provide the MEES with a complete picture of the situation north of the 49th parallel in terms of training provision and manpower requirements, for selected development sectors (agriculture, forestry, fishing and hunting, mining, construction, manufacturing, transportation and warehousing, professional, scientific and technical services, educational services, health care and social assistance, accommodation and food services and public administration). The report concludes by developing possible solutions to implement.
